There is a new option to Send Internal Email that restricts the To field in the email window to only internal users.
This is available in the Action Menu and other list based Action menus:
On opening the email window, this will allow you to type the name of the recipient but will only show internal users:
Templates and associations remain as normal so that the emails are linked to the relevant records however no externals email can be sent.
